Arrival & Dismissal

Student Arrival
Arrival Time: 8:20 AM
Students will not be supervised by school staff outside the building before this time.
Car Riders
-
Enter from Rosehill Road and follow the car rider loop, guided by adults wearing yellow vests.

Drop students off along the sidewalk in the designated pickup/drop-off zone.

Students should exit vehicles from the passenger side only.
-
Follow the car rider line back to Rosehill Road to exit the property safely.
Walkers
-
Front Door Walkers enter through the main entrance with the car riders.

Back Door Walkers enter through the playground entrance.
Late Arrival
-
Students arriving after school begins will be marked tardy.

A parent or guardian must sign the student in at the office.
Student Dismissal
Car Riders
-
Enter from Rosehill Road and follow the car rider loop.
-
Students will be called from the building as cars arrive.
-
Display the yellow Car Rider Card in your front windshield. You will need to use this card all year.

Cars without a card must provide ID, which may delay pickup.
-
Students will not be dismissed from cars until a parent or guardian walks up to the building.
Walkers
-
Front Door Walkers: Teachers will escort students to the stoplight on Rosehill Road, where they will be released to parents.

Back Door Walkers: Teachers will escort students past the playground and down the back path near Roundelay Road for parent pickup.

Students may walk home alone only with a signed permission slip. Otherwise, they will be held until picked up by a designated adult.

Walkers must have a signed permission slip indicating whether they are front or back door walkers and whether they are allowed to walk home alone.

If your child’s dismissal plan changes during the year, please complete a new form with your child’s teacher.
Bus & Daycare

Students riding district buses or daycare vans will enter and dismiss through the front entrance.

Buses and vans will load and unload in the order in which they arrive.


Car Rider Safety Reminder
-
All cars should enter from Rosehill Road and stay in a single line through the car rider loop.
-
After dropping off or picking up students, follow the loop to exit back onto Rosehill Road.

For student safety during loading and unloading, please do not park in the school parking lot during arrival and dismissal.

Remain in your car while in the car line loop.

Cell Phones, Electronic Devices & Toys
Cell Phone & Personal Electronic Device Policy
In 2025, Governor DeWine signed legislation restricting the use of cell phones and personal electronic devices during the school day in all Ohio public schools. Rose Hill Elementary follows Board Policy 5136, revised and approved by the Board of Education in January 2026.
Elementary School Reminder

Cell phones have never been permitted during the school day in elementary buildings.

Students needing to contact a parent or guardian may do so through the school office.

Personal electronic devices and toys are not allowed at school.
Rules for Devices on School Grounds

If brought to school, a cell phone must be turned off and stored (not carried by the student) during school hours.

Students may only use a cell phone for purposes documented in an Individualized Education Program (IEP) or Section 504 plan, or to monitor a health concern. Please consult the Special Education Coordinator with questions.
Emergencies

The school will contact parents if an emergency arises during the day.

Parents needing to contact their child must call the school’s main office at (614) 367-2380.
Consequences & Responsibility
-
Any violation of this policy will result in confiscation of the device.

The district, school, and staff are not responsible for devices that are damaged, lost, or stolen while at school or after being confiscated.

The Cell Phone Policy Form is available online or from the school office.
This law and policy help reduce distractions, support student engagement, and foster a safe, focused learning environment. We appreciate your support in keeping our classrooms distraction-free.
Dress Code
In order to promote school safety and provide a healthy and respectful educational environment, all students in grades kindergarten through twelve shall adhere to this dress code policy. The objective of this dress code is to provide an appropriate, safe and respectful educational environment while allowing students to dress comfortably, within limits, to facilitate learning. The District expects students to maintain the type of appearance that is not distracting to students, teachers or the educational process of the schools. The final determination of a student’s adherence to the dress code will be made by the school administration.
Parents/guardians share equal responsibility with their child for the student’s adherence to the dress code policy. Administration and faculty, together, are responsible for enforcement of the dress code. The dress code is enforced at school and school functions not open to the public. The decision of the principal is final with regard to dress code violations.
When dress or grooming interferes with the cleanliness, health, welfare or safety of students, or when dress or grooming disrupts the educational process by being distracting, indecent, or inappropriate, it is prohibited. Clothing must be worn as designed and appropriately sized.
As new trends in fashion or dress emerge or become out of date, the District reviews and revises the dress code to reflect the standards of the community.
Based on input received from principals, staff, and parents, the required dress code shall consist of the following clothing:
GENERAL GUIDELINES
1. No clothing is permitted that promotes drugs, alcohol, tobacco, sex, violence or is offensive or degrading.
2. No clothing associated with gangs.
3. No clothing that exposes underwear or excessive skin, or is transparent or “see-through”.
4. No clothing long enough to drag on the ground.
5. No sunglasses unless prescribed in writing by a medical doctor for indoor wear.
6. No chain wallets or chains that could be dangerous to persons or destructive to school property.
7. No flip-flops, house shoes or slippers.
8. No blankets.
Students who violate the Dress Code shall be subject to the following disciplinary actions:
- The student’s parents/guardians will be requested to pick up a student or bring alternative clothing for the student to wear.
- Class time missed due to a violation of this policy will be marked as in-school suspension.
- Repeated violations will result in other disciplinary action pursuant to the Student Code of Conduct, which may include, but are not limited to: detention, suspension, and/or expulsion.

Annual Notice: Parents Bill of Rights
The Ohio legislature has enacted the Parents’ Bill of Rights that affirms your fundamental right as a parent or guardian to make decisions concerning the upbringing, education, and care of your child. The District has adopted Board Policy [5780.01/IGBLA/other], which describes the specific rights you have as a parent or guardian and requires the District to notify you regarding these rights and to ask you to choose whether the District can provide certain health care services to your child. The District offers the following physical, mental, and behavioral health care services to your child:
- School-based behavioral health services (by referral only): Nationwide Children’s Hospital, The Buckeye Ranch, Integrated Services Behavioral Health, Southeast Healthcare, Inc. (Prevention services)
- School Social Workers, School Nurses, Health Aides
The District is authorized by law to employ health care service professionals and to provide certain services – among them, diabetes care, conducting hearing and vision tests, testing for tuberculosis (if required by the Board of Health), screening for newly enrolling kindergarten or first grade students, dyslexia screenings, medication administration, concussion assessments, seizure action planning, threat assessments, counseling to any victim of sexual harassment or sexually related conduct, counseling for habitually absent students, and any other services required by a student’s Individualized Education Plan or 504 Plan.
Other options are available for your child to receive physical, mental, and behavioral health services. You can see your primary health care provider. Programs, including a public health clinic, are also offered by Nationwide Children’s Hospital. The District has also compiled a list of counseling and behavioral health resources available on reyn.org under the Department of Diverse Learners & Whole Child Supports. The link can be found here.
To facilitate parental involvement and decision-making, you have the option to withhold consent or decline any service offered by the District. If you consent, it does not waive your right to access your child’s educational or health records or to be notified about a change in your child’s services or monitoring as required by law.
Note: This notice and consent does not apply to emergency situations, first aid, other unanticipated minor health care services, or health care services provided pursuant to a student’s IEP or 504 Plan. If you have questions about these exceptions, please contact the District office.
